ETA Seeks Comments on Data Validation for WIA, Wagner-Peyser, TAA, NFJP and SCSEP Programs

The Employment and Training Administration is currently soliciting comments concerning the collection of data validation information for:

  • Workforce Investment Act (WIA) Title IB
  • Wagner-Peyser
  • Trade Adjustment Assistance (TAA)
  • National Farmworkers Jobs Program (NFJP)
  • Senior Community Service Employment Program (SCSEP)

    The current expiration date for this collection is May 31, 2014. Written comments are due before February 24, 2014.

The December 24 FEDERAL REGISTER publication notes, in part:

… the data submission processes within the new data validation software for Wagner-Peyser and WIA Title IB were implemented in Program Year (PY) 2012 and PY 2013 for reporting and the underlying data validation methodology is not being modified. However, the system is still coming online and the data element validation functionality in the new enterprise data validation and reporting system will not be implemented by the current expiration date for this data collection (May 31, 2014). ETA believes the software will be completed and states will have experience with using it by the end of 2014. At that time, ETA will report to the Office of Management and Budget (OMB) on the results, per the OMB Notice of Action in 2012 approving the implementation of the software.”

The Office of Management and Budget approved the new Workforce Investment Act Standard Record Data (WIASRD) layout in May. This layout includes many new variables which require state collection, as well as new edit checks associated with each. This presentation will serve as a training tool for state workforce employees to better understand the new elements themselves, and the reasoning why these were included. A new layout for the WIASRD is not the only piece that will be new to states however; states will now also be required to submit their WIASRD file through the E-DRVS - a new online system where states can upload files directly to ETA. ETA released Training and Employment Notice (TEN) No. 5-13, Reporting Training-Related Employment under the Workforce Investment Act (WIA) Programs. TEN 5-13 is intended to improve reporting on training related employment for WIA programs. The TEN begins with general overview of the current state of the training-related employment and occupation information in the Workforce Investment Act Standardized Record Data (WIASRD) for individuals that obtained employment after program exit. Second, this TEN presents the challenges associated with collecting this information. Lastly, the TEN will present some State practices on effective ways to collect and report on training-related employment for WIA exiters who received training and obtained employment.

ETA released Training and Employment Guidance Letter (TEGL) No. 4-13, Workforce Investment Act (WIA) Performance Reporting System, which announces changes to the WIA Reporting System. The WIA reporting system facilitates reporting on the characteristics, services, and outcomes of WIA program participants. Collectively, the WIASRD, the ETA 9090 (Quarterly Report), and the ETA 9091 (Annual Report) comprise the data and reports necessary for satisfying Federal WIA reporting requirements. These data are necessary for tracking and reporting information to stakeholders on the usage, services provided, and performance of WIA programs. The TEGL begins with background information. It then provides a summary of the changes to the reporting system, reporting due dates, and the revised individual record layout, quarterly and annual report specifications.
