Southern Governors Release Report on Advanced Manufacturing and Announce EDA Supporting Grant for Partnership Formation


The Southern Governors’ Association, under its 2013 president, Kentucky Governor Steve Beshear, commissioned the Manufacturers Alliance for Productivity and Innovation (MAPI) to conduct an economic analysis regarding the value of a regional approach to support the advanced manufacturing sector.

With the release of the report, Governor Beshear and Philip Paradice of the U.S. Department of Commerce Economic Development Administration’s (EDA) Atlanta office also announced a $400,613 grant to the SGA to help establish the Advanced Manufacturing in the American South Partnership. The partnership is envisioned as a collaboration of public- and private-sector leaders, along with institutions of higher education, to develop regional manufacturing strategies that support innovation and job growth in the manufacturing sector.

 

Competency Model Clearinghouse User Guides: Development and Application


The workforce community is reminded that the Competency Model Clearinghouse User Guides are designed to assist users in developing and utilizing competency models and career ladders/lattices. These Guides contain background information, resources, and recommendations, and can be used in conjunction with other Competency Model Clearinghouse tools.

The User Guides also provide instructions on how to use the new Competency Model Clearinghouse worksheets. These worksheets assist users in accomplishing the tasks listed, and are available for download from the industry models page

Developing Competency Models and Career Ladders and Lattices

Competency Models Learn about competency model basics, ETA's Building Blocks framework, and how to collaborate to develop a competency model.

Career Ladders/Lattices Explore career ladder/lattices, view samples, and learn how to collaborate with workforce partners to develop these valuable tools.

Applying Competency Models and Career Ladders and Lattices

Communicate Workforce Needs Use competency models to communicate the needs of your organization or industry.

Identify Credential Competencies Develop or update a certification, license, or assessment using competency models.

Develop Curriculum Use competency models to assess or develop a curriculum.

Perform Human Resources Activities Measure worker performance, assess training needs, and select or recruit workers using competency models and career ladders/lattices.

Career Exploration and Guidance View the competencies needed in selected industries to help determine which career is right for you.

 

Department of Education Publishes RFI; Seeks Information on Priorities for Future Evaluation and Research to Inform Instruction and Assessment Responsive to Needs of English Learners


The Department of Education announced today it is seeking information on priorities for future evaluation and research studies needed to inform effective instruction, assessment, and professional development that is responsive to the needs of English learners (ELs).

Sustainable Communities Research Grant Program: HUD Announces Awardees


On April 16, 2013, the Department of Housing and Urban Development invited research proposals that build on existing evidence-based scholarship in the broad area of sustainability. Research proposals were submitted in three subject categories: (1) Affordable housing development and preservation, (2) transportation and infrastructure planning, and (3) “green” and energy-efficient practices.

In an August 29, 2013 FEDERAL REGISTER notice, HUD announced the selected awardees:

  • Bright Power, Inc., Mr. Jonathan Braman, 11 Hanover Square, New York, NY. Grant: $125,000. (Principal Investigator: Mr. Jonathan Braman)

    The State University of New York at Buffalo, Ms. Mary Kraft, 402 Crofts Hall, Buffalo, NY. Grant: $124,897. (Principal Investigators: Dr. Robert M. Silverman, Dr. Kelly L. Patterson, Dr. Li Yin)

  • The University of Texas at Austin, Ms. Shannon McCain, 101 East 27th Street, Stop A9000, Suite 5.300, Austin. Grant: $124,990. (Principal Investigator: Dr. Elizabeth J. Mueller)

Post 9/11 GI Bill: VetSuccess Now Serving Veterans at 94 Campuses Nationwide


The Department of Veterans Affairs announced this week it is expanding the availability of services through the VetSuccess on Campus (VSOC) program to an additional 62 new locations this fall – bringing the number of VSOC schools across the country to 94.
This expansion triples the number of on-campus VA vocational rehabilitation counselors available to help ease Veterans’ transition to student life and assist them in achieving their educational and career goals through VA’s Post-9/11 GI Bill and other education benefit programs.

OMB Issues Sequestration Update Report


The Office of Management and Budget has issued the Sequestration Update Report to the President and Congress for FY 2014 to report on the status of pending discretionary appropriations legislation and compliance with the discretionary caps. The report finds that unless the discretionary limits are restored to the levels agreed to in the American Taxpayer Relief Act of 2012, OMB''s estimates of House action for the 12 annual appropriations bills show that a sequestration of approximately $47.9 billion in discretionary programs in the defense (or revised security) category would be required. Similarly, OMB's estimates of appropriations action by the Senate indicate that a sequestration of approximately $54.1 billion in discretionary programs in the defense category and $34.3 billion in discretionary programs in the non-defense (or revised nonsecurity) category would be required. The report also contains OMB's Preview Estimate of the Disaster Relief Funding Adjustment for FY 2014.

GAO Publishes “Standards For Internal Control In The Federal Government: 2013 Exposure Draft”; Seeks Comments by December 3


GAO Publishes “Standards For Internal Control In The Federal Government: 2013 Exposure Draft”; Seeks Comments by December 3 Internal control is the plans, methods, policies, and procedures an organization employs to ensure effective resource use in fulfilling its mission, goals, objectives, and strategic plan. GAO'''s Standards for Internal Control in the Federal Government, known as the Green Book, sets these standards for federal agencies.

The Green Book Exposure Draft proposes revisions to the standards for internal control in the federal government. Green Book revisions undergo an extensive, deliberative process, including public comments and input from the Green Book Advisory Council. GAO considers all Green Book comments and input from the Green Book Advisory Council in finalizing revisions to the standards. GAO encourages all interested parties to comment on the Green Book Exposure Draft. The comment period runs from September 3, 2013 through December 2, 2013. GAO invites comments to GreenBook@gao.gov.

President’s Export Council to Meet on September 19; Webcast Available


The President''s Export Council will hold a meeting on September 19, 2013  to deliberate on recommendations related to promoting the expansion of U.S. exports. Topics may include trade promotion authority; priorities for the Ninth World Trade Organization Ministerial Conference; forced localization policies; understanding best value in government procurement; de minimis reform; intellectual property protections in the Trans-Pacific Partnership agreement; expansion of the Information Technology Agreement; and export control reform. The final agenda will be posted at least one week in advance of the meeting on the President's Export Council Web site at http://trade.gov/pec.

The Council meeting will be broadcast via live webcast on the Internet at http://whitehouse.gov/live.
