On-the-Job Training National Emergency Grants
On June 25, 2010, Secretary of Labor Hilda Solis announced the award of $75 million to 41 states, three federally recognized Tribes, and the District of Columbia to provide workers affected by layoffs with on-the-job training (OJT) opportunities. These grants were funded through the American Recovery and Reinvestment Act of 2009 (ARRA) with an initial period of performance of two years. All ARRA funded OJT grants expired September 30, 2012.
On June 30, 2012, 14 states (CA, CO, FL, ID, MA, MI, MO, MT, NH, NM, NY, PA, WA, and WI) received an additional $26 million in Workforce Investment Act Dislocated Worker Reserve National Emergency Grant (NEG) funds to continue OJT activities. The period of performance for these grants (referred to as OJT NEG) is June 30, 2012 to June 30, 2014 (with the exception of Florida, which only requested a period of performance to June 30, 2013).
OJTNEG grants provide on-the-job-training opportunities to thousands of unemployed Americans while building the capacity of the workforce investment system and assisting in economic recovery. OJT participants are given a chance to "earn and learn," developing applicable occupational skills while earning a paycheck. Employers participating in OJT projects receive partial reimbursement to offset the extraordinary cost of training workers. OJT assists workers become proficient in needed skills quickly, encouraging employers to hire workers sooner than perhaps initially planned, facilitating private sector hiring and spurring economic growth.
